The Parks Department would be responsible for windrowing the material on a regular basis and processing the compost. The finished compost could be used by the Parks Department for public projects or made available to the public. Special advertising would be required and a sticker printed for use by the garbage crews-to intorm rasidents of the bylaw change and location, time, and regulations of The compost site. Costs A rough estimata for the costs of a contract with a private operator would be approximately $100.00 per day. For Two days per week from Aprit to October would be about $6,000. The cost of advertising and distribution of a special handout . to all householders Is estimated to be about $3,000. The cost of windrowing and processing the compost by the Parks Dapartment would be from $5,000 to $10,000 per year. The estimated savings to the City are about $20,000 on collection and about $20,000 on disposal.
