4. A bylaw should be passed to regulate the use of the
composting site to aliow Prosecution of people who dump
other materials contrary to instructions from the
contractor.

The Parks Department would be responsible for windrowing
the material on a regular basis and processing the
compost. The finished compost could be used by the Parks
Department for public projects or made available to the
public.

Costs

A rough estimata for the costs of a contract with a
private operator would be approximately $100.00 per day. For
Two days per week from Aprit to October would be about $6,000.
The cost of advertising and distribution of a special handout .
to all householders Is estimated to be about $3,000. The cost
of windrowing and processing the compost by the Parks
Dapartment would be from $5,000 to $10,000 per year. The

estimated savings to the City are about $20,000 on collection
and about $20,000 on disposal. Thus the total cost of
operation would be considerably less than the expected savings.
