May 16th, 1977 majority, and advising that as since that time some difficulties have been encountered with applications for building permits in the flood plain area of the City, the Council has now indicated they would be prepared to consider placing the Flood Plain Regulations in the Zoning By-law by means of an Amendment thereto. Moved by Alderman Traboulay: Seconded by Alderman Laking: That as outlined in a memorandum from the City Engineer, May 16th, 1977, the Zoning By-law be amended to include the Flood Plain restrictions suggested by the Provincial Water Resources Service with these restrictions being made applicable to that area of the City designated as an Agricultural Land Reserve. Carried. Alderman Ranger referred to the holding of Zoning Public Hearings, and to his suggestion that in future, background information on areas where rezoning is proposed be made available to the residents affected, members of Council generally agreed. Alderman Keryluk referred to the City's new Library facility in Whyte Centre, and he commended all members of the Library staff for their time and effort in preparing that facility for its opening today. Alderman Keryluk then commended the local Firemen on their speedy response to a fire at the George Pearkes School which could have resulted in considerably more damage if action to extinguish it had been delayed. Alderman Keryluk then referred to the increased traffic on Hastings Street, and requested the Public Works Committee to study the costs for undertaking improvements thereto next year. Alderman Laking advised that several persons residing near the Agricultural area on the North side of the City were in attendance with respect to low-flying planes recently used in blueberry crop-dustings, and on invitation of Mayor Campbell, several residents voiced their objections to such a hazardous method of blight control being used. Moved by Alderman Laking: Seconded by Alderman Keryluk: That a letter be sent to the Port Coquitlam Library staff commending them for their time and efforts in preparing for the opening of the new Library facility in Whyte Centre.
