Suggested Committee terms of reference:— (1) development of the scope of the study which might include - (a) consideration of the area that might he. included within a single municipality proposal or involved in boundary re-alignment; (bd). consideration of anticipated revenues and expenditures under a single municipality proposal or boundary re-alignment proposal, including the development of an ‘operating budget; consideration of the principles of a tax structure under a single municipality proposal or a boundary re~alignment proposal, having regard for the level of service prevailing in the various component areas; (a) consideration of the disposition of assets and liabilities of the present units of local government; (e) consideration of servicing and regulatory policies under a single municipality proposal or a boundary re~alignment proposal; (£) consideration of the make-up and mode of election of | the Council under a single municipality proposal or boundary re-alignment proposal; - (g) consideration of a possible boundary re-alignment proposal to create more viable units of local government. _ (2) appointment of a technical sub-committee with a membership drawn from the staff of Coquitlam, Port Coquitlam, Port *Moody, the Department of Municipal Affairs and such other local government agencies as deemed appropriate the function of which will be to provide resource data and technical information within the sccpe of the study as referred to in item (1). (3) direction of the study including liaison with and reporcing to the Minister of Municipal Affairs, the present units of local government, and other appropriate agencies. Funding :- The operating expenses of the Committee and the cost of the study, which is to be completed within a twelve-month period, will be met by the Department of Municipal Affairs. The Study results will not be released until January 3lst, 1976.
