Aé - The Terrace Standard, Wednesday, March 4, 1998 Dear Sir: The editorial “Ruthless” in your Feb. 18 edition of The Terrace Standard con- tained =misinformation and factual errors about New Forest Opportunities Ltd, Pa a worker agency established under the Jobs and Timber Accord for coastal British Columbia, , Industry and government agreed the model for the coastal agency would be Highway Constructors Limited, the company that employs workers building the Vancouver Island High- way project, under a collec- tive labour agreement. As suggested under the Accord, a different approach is being taken for the agency to serve the interior. Terrace is in the interior so New Forest does not apply to Terrace, New Forest will be the " employer of local displaced forest workers — both union and non-union — hired to work on Forest Renewal BC funded land- based projects, “This in- cludes enhanced silvicul- ture, watershed restoration, a ee ee and forest recreation projects, Contrary to what the editorial stated, it does not include basic silviculture - tree planting — which con- tinues to be the responsibili- ty to of the licensee, under condition of licence, New Forest will give hiring priority to local dis- placed forest workers, First Nations and other qualified local workers. — Local workers will be given first priority, under the terms and conditions of the collective agreement, to renew the forests around the com- munitics where they live. The local community will receive increased benefit from Forest Renewal BC in- vestments in the local area. Also contrary to the editorial statement that Forest Renewal BC con- tracts will be filled by con- tractors unionized by the TWA, New Forest will carry the union certification, not j the contractor, Indeed, when {reviewing the HCL model, “} past experience has shown {that contractors have not be- ; come certified. (The agree- ment, in fact, may serve to 1 protect contractors.) ‘. At the same time, the article continued, the UN’s chief war crimes prosecutor, Louise Arbour, issued a call for a new UN one-world judicial system, including courts and police forces, Arbour argued that the system must have a “powerful, independent enforce- ment authority’ to bring to account any- one, anywhere n the world, found to be in violation of international rules.
