The premier’s plan calls for payment of between 30 and 50 percent — depending on the growth of unemployment — of the cost of “caring for’ the ex- cess of what would be establish- ed as “a normal level of those unable to work.” Several provincial premiers, aware of demands of the unem- ployed and the Canadian labor and- progressive movements, de- manded action on joint public works projects. It was born almost 70 years ago in the North American’ struggle for the 8-hour day. It is the day when the working people renew their pledges of worldwide portherhood, to bring Spring to mankind by removing the cause of poverty, unemployment and war — imperialism. Canadian workers and farmers are faced with another economic crisis. Three-quarters of a million Canadian are look- ing for work.
