The Council Procedure Task Force considered the purpose of a "Delegation" section in the "Order of Business", in conjunction with or as opposed to a fifteen minute forum, it wes generally agreed that the "Delegation" section was an opportunity for the general public or organizations to address Council with their concems or questions whether or not it was a subject on the Agenda.
