City Engineer SUBJECT: BARKER CREEK STORM SEWER EXTENSION (Pablic Works Committee Meeting of July 7, 1992) That Council award the tender for the Baker Creek storm sewer extension to Sandpiper Contracting Ltd. based on the tendered price of $18,973.70. BACEGROOND: The upper portions of Baker Creek (See Plan A) has a reduced water flow due to the development over the last few years and the diversion of the local run off. As shown on Plan B the construction of a 10" diameter stormn sewer from Citadel Drive to the lane south of Citadel Drive and west of Pitt River Road would divert a constant flow of water year rourid (due to ground water flows) to the upper end of Baker Creek. As described in the attached memorandum from the Deputy City Engineer dated December 13, 1991 the Federal Department of Fisheries and the Provincial Ministry of Env‘zonment have agreed to pay for the costs of the construction of the Baker Creek storm sewer diversion provided that the City of Port Coquitlam provide the engineering services for design and construction. The Federal and Provincial Ministries have deposited a total of $24,000 with the City of Port Coquitlam for this project. DISCUSSION: The City tendered this project and received five bids with the lowest bid from Sandpiper Contracting at $18,973.70. As references show that Sandpiper Contracting Ltd. is a reputable contractor, It is recommended that this project be awarded to Sandpiper Contracting Ltd..
