City Engineer Development Cost Charges - City of Port Coquitlam Recommendation: 1. That Council authorize the expenditure of up to $30,000 for Consulting Engineering services to be used in the preparation of the City of Port Coquitlam Development Cost Charge Bylaw revisions. . That up to $30,000 be allocated from the Water, Roads, Sanitary, and Drainage Development Cost Charge Funds for this purpose. | Backesround & Comments: The attached table, dated February 4, 1991 shows the current Development Cost Charge fees” charged at the City of Port Coquitlam at the time of subdivision or building permit for new developments. Since the original Development Cost Charge Bylaws for Water, Roads, Sewage, and Drainage were adopted in 1980, there have only been minor revisions to the Development Cost Charge Bylaws based on a percentage increase to account for inflation. However, since 1980, some of the original DCC projects have been constructed, new areas have been designated for DCC’s (such as Riverwood) and some additional projects should be added to the DCC Bylaws including the East Slough Pump Station, the Wilson Connector, andthe Maple Creek Flood Pump Station. | It is therefore proposed to revise all of the Roads, Water, Sanitary, and Drainage DCC Bylaws as soon as possible - see the attached DCC schedule, dated September 24, 1991. | It is recommended that the DCC Bylaws be updated by inside City staff, with the assistance of Engineering Consultants rather than have Engineering Consultants prepare the complete DCC Bylaw revisions. The reason for doing the majority of this work in-house is so that staff would be intimately familiar with the basis for the DCC calculations when applying the DCC Bylaws to new developments and for future updating purposes. It ig estimated that it would cost up to $30,000 for the required Engineering Consulting work. .
