Brown Director of Community Planning SUBJECT: Twin Cedars Strata Townhouses L.U.C. Amendment RECOMMENDATION: That City Council approve building additions to the Twin Cedars Strata Townhouse. Complex, by way of Development Permits. Using the criteria contained in this report: for Judging individual requests. BACKGROUND: Tnis application to permit the closing in of carports was brought about by the Building Inspection Department stopping an owner from ciosing in a carport. There are several carports that have been closed in without a permit. COMMENTS: | t. Twin Cedars Townhouse development is a comprehensive scheme containing a common architectural theme and an internal road network. It is the possibility of these features being deteriorated, that is the focus of attention of this report in reviewing the application to modify the townhouses’ parking garages. 2. A major concern of the City for a development having an internal road network is emergency vehicie access and freedom of movement for owners! vehicles. . The reason for this concern is that the roads are constructed to a much narrower width than typical public streets. In responding to the above concern, the Strata Council prohibited on street parking in I[98I and fater, February 1983 authorised a towing company to remove ittegally parked vehicles.
