‘60 that the rare storm will not produce a great deal of damage. The report suggests that lots be graded to-be above the level of the one in 25 year flood and that building floor elevations be set to be above the level of a one in 100 year flood. 4. The required channel storage capacity could be accommcdated either by increasing the sizes of the existing ditches along Broadway and Coast Meridian or by replacing these with one new ditch. The advantage of being able to eliminate ‘the ditches on Broadway and Coast Meridian are that the road can then be widened without acquisition of additional right-of-way, and that individual properties will not require bridges for access to the streets. The appearance of our major access points from the Mary Hill By-Pass with an open ditch alongside could also be considered. By diverting the flows to a new channel between Broadway and Coast Meridian, the City has the opportunity to minimize the effects of this channel on the surrounding properties and yet to provide a low cost solution to the storage problem. 5. I would draw your attention to the recommendations on pages 14 - 16 of the report, and in particular recommendgation number 5 which recommends priorities for construction. One of the requirements of the alternative drainage system as proposed inthhe report is that an additional culvert wiil have to be installed across Broadway Street in conjunction with the two culverts already being installed as part of the Mary Hill By-Pass construction. As this contract is now underway, it would be weneficiaul to us if Council would adopt these recommendations and authorize us to have the Ministry of Highways install an additional culvert. Provision for funds for this additional culvert and also for some work on the Uarhour Strect pump station have been included in the Provisional Pudqet for 1980, e Respectfully submitted, ; F.E.
