April 17th, 1978 CONFIRMATION OF MINUTES: Moved by Alderman Thompson: Minutes~ April 3rd, Seconded by Alderman Mabbett: That the minutes of the regular meeting of this Council held on April 3rd, 1978 be taken as read and adopted. Carried. DELEGATIONS: The City Clerk advised that representatives of the PoCoMo Boys’ and Girls' Club were in attendance to present a Brief to the Council respecting the use of a City-owned building by the nization. Ms. Bernice Y 0 8 oY orga . ; DeLegation-PoCoMo Boys'& Girls' Club Rolls, a Director of the Club, presented a slide presentation showing re 'Clubhouse'’ fac. the various activities sponsored by the Club and Mr. Terry Colton spoke in support of the request for space and further outlined the new 'latch- key' programme being introduced. Discussion ensued regarding the two buildings suggested in the Brief, namely the old ‘Royal Bank' and old Library. Alderman Ranger indicated that he was in support of the organization and the programmes offered and realized the need for permanent facilities, however he felt that the two locations undex discussion were not viable for such a use due to the need for encouragement of commercial development of the present downtown area and suggested that an alternative may be found through one of the schools. Cyndy Kovesdi, Barb Laubman and John Whistler were introduced to the Council as those Staff responsible for the programming and supervision of the activities. Ms. Kovesdi expanded on types of activities involved in the ‘latch-key' programme and again emphasized the need for their own "Clubhouse". Alderman Laking advised that the subject of providing City land for location of a building of this type has been considered at length by the Leisure Activities Committee and one previous proposal to move in a building and locate it on one of the City Parks met with difficulties as the building did not comply with the requirements of the City By-laws. Alderman Traboulay expressed the opinion that although he agreed that the City was in receipt of numerous requests for community use of City-owned buildings, he felt that the PoCoMo Boys’ and Girls' Club have been actively pursuing the acquisition of suitable premises since 1973 and had approached the Council in this regard on several previous occasions and it was, in his opinion, time that the Council made a definite commitment to the organization with respect to assisting in the search for a suitable location.
