MEMO Mayor and Council January 24, 1974 FROM: Health Committee The Health Committee met at the City Hall on Tuesday, January 22, 1974. In attendance were Chairman, Alderman Traboulay, Alderman Thompson, Dr. J.D. Munroe, Mr. A. Guite and Mr. Moore from the Simon Fraser Health Unit and guest Mrs. Angus representing the Coquitlam Hospital Society. 1. The Committee considered a letter from the Coquitlam Hospital Society requesting that Council budget funds for the Hospital Society to assist in expenses during the planning stage of the Coquitlam Hospital construction. This request is also being forwarded to Coquitlam, Port Moody and to Electoral Area B representatives. Mra. Angus explained that B.C. Hospital Insurance Service approves certain costs that the Society are able to incur during the planning stage of the hospital program and the approved costs are shared 60/40 between B.C.H.I.S. and the Greater Vancouver Hospital District. During the planning phase which is estimated to be four years including 1977 the Society expects to be short approximately $3,000. per year in meeting excess costs over and above what Victoria will approve. These relate mainly to salary expenses and fringe benefits. The Society has been successful in hiring an administrator who will oversee the planning and construction phase and when the hospital goes into the full operation these costs which are presently limited will become part of hospital operating costs and not subject to the same limitations. The Society is therefore requesting the component municipalities to assist in the overage of approximately $3,000. per year. The basis of cost sharing has not been proposed and the Committee suggests that the hospital assessment base for each municipal component be used. 1974 figures were not available, hewever, the breakdown would be approximately as follows: Area B $270. Port Moody 420. Port Coquitlam 630. Coquitiam 1680. $3000. The Committee recommends that Council approve payment of the actual excess cost incurred by the Hospital Society for the year 1974 provided that the total to be patd by the municipalities involved does not exceed $3,000. and provided the other component areas approve their share of the cost. In addition the Committee recommends that for ease of calculation hospital assessments in 1974 be used as the basis of cost sharing. 2. Mosquito Control Program - A letter from the Greater Vancouver Regional District regarding Mosquito Control was referred to this Committee for consideration. A copy of the letter is attached, eee e/2
