AS6 SIZE OF U.8.C.M. CONVENTION City of Langley Comox Strathcona WHEREAS the Union of 8.-C. Municipalities annual Convention has grown so large that it has become unwieldy, expensive to stage and difficult to run effectively; ANDO WHEREAS there are few municipalities in the Province that have the facilities capable of hosting the annual Conventian; ANO WHEREAS during these times of fiscal restraint, it seems unnecessary for every municipality to send all members of Council to the Convention; AND WHEREAS, those Municipalities who cannot afford or justify the expenditure of sending all members of Council to the convention do not enjoy the voting advantage that an affluent Municipality does; AND WHEREAS it is deemed desirable to restrict on a uniform basis, the number of delegates attending the annual Convention: THEREFORE BE IT RESOLVED that the Sylaws of the Union of 8. C. Municipalities be amended to allow each municipality including the City of Vancouver, ' excluding regional districts, to send only one half of the number of Aldermen and the Mayor to each U.B.C.M. Convention; AND 3€ IT FURTHER RESOLVED that Regional Districts be permitted to send each electoral area represeritative. (Note ~ Resolution from Comox Strathcona is shown in Section C, Item C 13). , We recommend. that this resolution be NOT Endorsed . COMMENT. We believe that the decision to send some or all representatives from a member municipality or a regional district to U.B.C.M. Conventions should be made locally and not by the U.B.C.M. or the Convention. C13 ATTENDANCE AT U.B.C.M. CONVENTIONS Comox-Strathcona RESOLVED that the Executive of the U.B.C.M. bring forth for debate at the 1982 Convention, proposals that would substantially reduce the amount of delegates to U.8.C.M. Conventions, while’ at the same. time maintaining equitable representation for all member municipalities and regional districts. (Refer to resolution AS6)
