Eng., FILE: 900-113 Deputy City Engineer SUBJECT: COQUITLAM RIVER DYKING - PROPOSED MAINTENANCE PERMIT (Bxviroomental Protection Commitee Meeting of March Z, 1994) That Council adopt the following resolution: "The proposed dyke maintenance permit attached to this report be approved on behalf of the City and that the City agrees with the Minister of Indian Affairs and Northem Development and the Coquitlam Indian Band to provide the dyke maintenance services authorized by the permit". The Environmental Protection Committee considered the attached correspondence and pro osed maintenance permit agreement from Grant Anderson, the City’s olicitor, The Federal Department of Justice requires that someone be responsible for the maintenance and repair of any constructed dyke on the Coquitlam Indian Reserve #2 pending the granting of the proposed Statutory Right of Way to the City. If the dyke construction is started soon, it is anticipated that it would be completed this fall, However, it may be up to a year from completion before the requirements for federal approval of the Statutory Right of Way agreement can be fulfilled. Accordingly, the Federal Department of Justice feeis the City should be issued a maintenance permit for this purpose. ¢ Committee reviewed the permit and correspondence and recommended that Council approve the agreement for execution.
