May 12th, 1975 /3. That the minutes of the regular meeting of this Council held on May Sth, 1975, be taken as read and adopted. Carried, Prior to passage of the resolution stated above, the City Clerk drew attention to the fact that the word "Defeated" where it appears at the end of the first resolution on Page 7 of the May 5th, 1975 Council meeting minutes should read "Carried", and it was agreed that the correction shouis be made accordingly. UNFINISHED BUSINESS: From the City Clerk, April 23rd, 1975, being a memorandun advising Alderman Traboulay- citizen part icipation in§ meeting that he would be proposing a resolution at the Council meeting civic affairs that Alderman Traboulay gave notice at the April 21st, 1975 Council of April 28th, 1975, with respect to citizen participation in Civic Affairs, which had been deferred at the April 28th meeting and at the subsequent May 5th, 1975 meeting for consideration at this time. Alderman Traboulay then spoke to the subject and referred to a report prepared the City Administrator in collaboration with Alderman Ranger (that had previously been made available to all members of Council), dealing with the possibility of allowing residents and encouraging Aldermen to participate earlier in the process when amendments are proposed to City By-laws covering major developments in the City and setting forth guidelines that could be followed with respect thereto. A copy of a letter from the municipality of Richmoid's Planning Department to the residents concerned advising of an infornal. information meeting regarding a proposal to construct an apartrent building was also submitted in support of tie citizen participation concept, and Alderman Traboulay mentioned that at a recently-held seminar at Harrison Hot Springs, it was mentioned that the public should be invited to play a major role in the planning process of communities. Moved by Alderman Traboulay: Seconded by Alderman Mabbett: That the Municipal Council of The Corporation of the City of Port Coquitlam adopt a firm policy of public participation and discussion prior to consideration of all major plan amendments and maior projects. Withdrawn. Prior to the above-noted resolution being withdrawn, a discussion ensued and Alderman Thompson stated he felt the wording in the proposed motion was not nearly specific enough.
