Date: April 19th, 1974.APR 22 1974 FROM: Intermmicipal Fire Committee, The Intermunicipal Fire Committee has been meeting to discuss possible consolidation and co-operation between the fire departments of the District of Coquitlam and the City of Port Coquitlam. The Committee met on Thursday April 18th, 1974 to review a report submitted by the respective Fire Chiefs. The text of this report has been distributed separately to members of Council and contains a number of recommendations. The recommend- ations are attached hereto. , After reviewing the information in the reports the Intermunicipal Committee makes the following recommendations to the respective Councils: (1) The Committee agrees with Conclusion 1. of the Fire Chiefs Report, that consolidation should not proceed at this time. (2) The Committee feels that consolidation should be an ultimate ' goal in planning the fire departments growth and feels that many benefits will result from consolidation. The Committee agreed that some interm agreement on joint protection between the two areas would not be practical at this time. (3) The Committee recommends that consolidation of the two departments should be persued and that a deadline be set of December 31st, 1975, for consolidation of the two depart- ments, subject to resolving some of the differences that pre~ sently exist between the two departments. These include a difference in the level of service in each area, requirement for standardization of by~laws, resolving personnel matters and working out a suitable cost sharing agreement. (4) The Committee feels that there are still things to be resolved that require an indepth review of both departments and has recommended that a joint intermunicipal committee continue to function to resolve these differences and further that a con- sulting firm be engaged to report on certain aspects of the consolidation, for example the determination of appropriate levels of service in the total consolidated area, location of fire halls and reporting on the cost estimates of consolidation. The Committee recommended that the cost of consulting fees be shared between the two Municipalities on a 60-40 bases. This Committee report is being forwarded to the respective Municipal Councils for their consideration.
