Eng., FILE: 900-290 City Engineer SUBJECT: FEASIBILITY STUDY FOR THE COQUITLAM RIVER CROSSING NORTH OF THE LOUGHEED HIGHWAY - EVALUATION OF CONSULTANT PROPOSALS (Public Works Committee Meeting of September 7, 1993) RECOMMENDATION: 1. That the firm of Reid Crowthers & Partners be selected to carry out the feasibility study for the Coquitlam River crossing north of the Lougheed Hwy. at a cost of $24,206.00 to the City being 50% of the total cost of the study. That the funds allocated from the Highway DCC’s in the amount of $8,956.00 and from the Engineering Department Consulting Budget in the amount of $15,250.00. BACKGROUND & COMMENTS: This item was referred to the Public Works Commitiee from the August 9, 1993 Council Committee Meeting so that the delegation of residents from the area could have additional imput. A delegation of residents from the area attended the August 17 and August 31, 1993 Public Works/Traffic Committee Meetings. The following were some of the delegations main concerns: lL. The Coquitlam River Crossing is not necessary because the Lougheed Highway and the David Pathan Highway could accommodate future traffic growth. 2. Coquitlam River Crossing is within the boundaries of the City of Coquitlam and Port Coquitlam should not contribute towards the study. 3, There would be negative impacts on adjacent residents and on the environment. The attached memorandum from the City Engineer dated August 31, 1993 which was discussed with the residents addressed the above concerns regarding this feasibility study. In the attached letter dated September 3, 1993 Reid Crowther & Partners Ltd. confirmed that one of the options considered will be using the Lougheed Highway and the David Pathan only to accommodate future traffic growth in the area.
