City Engineer SUBJECT: That Council grant the request for a second driveway access froma Shaughnessy Street to 2194 Salisbury Avenue. As shown on the attached correspondence, the Engineering Department on November 14, 1991 and the Public Works Committee on December 13, 1991 have denied requests from the owners of 2194 Salisbury Avenue for approval of a second driveway access from Shaughnessy Street to 2194 Salisbury Avenue. As shown on the attached letter dated January 9, 1992 the Sperlings are appealing to Council for approval of the second driveway access from Shaughnessy Street. The Public Works Committee considered the three letters from the Sperlings dated November 7, 1991; November 27, 1991; and January 9, 1992 plus the two memorandums from the Deputy City Engineer dated May 2, 1991 and December 4, 1991 -egarc:ng driveway accesses. Alderman Talbot noted that there are existing accesses onto -nat .anessy Street and other arterials; therefore, this request for a second access from Shaughnessy Street adjoining 2194 Salisbury Avenue should be permitted. As noted in the attached memorandums from the Deputy City Engineer the policy in the past has been to reduce the number of accesses onto major arterial streets where opportunities present themselves and to deny any new driveway accesses where altemate accesses are available. Technically, the Engineering Department cannot support the approval for a second driveway access at this location because it would impede traffic flow and reduce the safety on this major arterial road.
