Meyer, Chairman, Health & Welfare Committee RE: Community Care Facilities — Day Care The question of providing public services and at the same time safe— guarding the privacy and freedom of choice of individuals is all too often treated in an "either-or" manner. The recent controversy on Child Day Care as it pertained to Residential areas was often phrased in these terms. In our Committee's deliberations we have posed the question of whether Day Care would be treated in such a way as to enhance, rather than conflict with basic residential community values. The accompanying By-law and our attendant recommendation are presented with this in mind and the two major substantive changes from the earlier By-law are: (i) A section defining the technical terms and categories used, so as to attempt to communicate more clearly with the general reader; (2) A decision to limit Day Care in residences to 5 children including these living in the house. This will regularize the widespread practice of providing day care for a neighbour's children and provide a measure of protection for parents leaving their children on such points as basic sanitation, fire safety, and other important points. Recommendatians: That the Council approve of the advancement of the attached Zoning Amendment By~law concerning Day Care to a Zoning Public Hearing. That the Council instruct the Health & Welfare Committee to pursue the provision of Day Care facilities in conjunction with schools; contingent, of course, on passage of the appropriate section of the Amending By-law.
