Re: Method of apportioning the 1986 Budget

At our last Board meeting, it was agreed that the 1986
budget would be apportioned on the basis of a three year
phase in to actual values with a 25% cap. The members
representing White Rock, Langley Township and Maple Ridge
were opposed to this method of apportionment.

Since there is not unanimous agreement on the method of
apportionment, it will be necessary for Mr. Chabot, Minister
of the Provincial Secretary and Government Services who is
responsible for administering the Library Act to fix the
method of apportionment.

In order to aid Mz. Chabot in this task, it will be
necessary to conduct a poll of member municipalities and
school districts to ascertain their wishes regarding
apportionment.

Please raise this issue with your Council or Board. If we
do not receive a reply to the contrary by December 1, 1985,
we will assume that your Council or Board is satisfied that
this method of apportionment is a reasonable compromise.
