IF. 1 1F 1'ORPORATION PARKS OF THE CITY OF PORT COQUITLAM & RECREATION COMMITTEE A meeting of the Parks & Recreation Committee was held in the Council Chambers on Wednesday, April 17th, 1985, at 4.15 p.m. In attendance were Alderman Mi chael Wright and Alderman George Laking. Also in attendance was K. Janna Taylor, Parks & Recreation Director . CONFIRMATION OF MINUTES That the minutes of the meeting of t'e Parks & Recreation Committee held on Wednesday, 1985, be taken as read and adopted. Item No. 1 Mav Dav Parade ~i'8th, The Committee reviewerl various alternate routes for the 1985 May Day Parade. Recommendation . That the 1985 May Day route start Reeve Street and proceed North to Wilson Avenue,onproceed East on Wilson Avenue to Shaughnessy Street and South on Shaughnessy Street to Central Avenue and proceed East on Central Avenue to Tyner Street and go North on Tyner Street. CARRIED Item No. 2 Central Park We h'ave received a complaint from a resident lives at the N.W. corner of Central Park. In who her letter she states that the fence has been knocked down several times due to soccer and baseball players who are continually coming into her: back yard to get the balls. Also attached are costs of possible fencing if we were to put fencing along the back of the park. The could not rebuild her fence.Committee agreed that we Recommendation: That we proceed with a 10 foot high fence for a length of 166 feet at a cost of $ 2,324 .00 and that this money be taker. from the unallocated parks budget. CARRIED APR /2. Item No. 3 Trees in Lanew~as received the attached letter from a resident on Prairie Avenue in regard to branches We 'at being cut in the laneways. Committee agreed the branches were The hang ng over city property,if the crews should rimmed the branches fact that they have were getting in the way ofduetheto the garbage collectors. Recommendation: That an appropriate letter be sent to the resident i.ndicating that the is permitted to clear the lanes and does so on city a regular basis. Taylor I am writing this letter in regarIis to the damage done to trees on our props ty at 1867 Prairie Ave. I have been in contact with the city oi'ort Coquitlam since the middle of February 1985 and have finally been advised to write to you regarding this matter. The cutting of our trees occurred in late January/early February 1985. The trees in question run along the edge of our property that is border d by an alley. The six trees are approximately 60 70 feet tall and about 27 years old . They are oi the Douglas Fir variety. These trees do not come in contact with any power Lines. We have lived in this home for approximately 5 years and we have NEVER been approached by the city or garbagemen or anyone at any time to cut theIs back. We would have been more than happy to help out if we had known that there was a problem. Instead, the city has cut the trees back to the " property line " ( the branches were long but they bent down to ground level and did, not extend directly outwards). Now we are left with trees that are completely bare for approximately 30 feet up into the air except for bare branches sticking out from the main trunk of the tree on one side only. This in itself is s safety hazard as someone could easily run into one of these protruding branches and poke their eyes out . Besides the damage of the trees we are getting a tremendous amount of noise off of PrairIc Ave. that use to be muffled by the branches of the trees and an excessive amc wt of garbage is ncw on our property that use to be kept out by the branches that extended to the ground. The trees were obviously put there for privacy and it is apparent that they have NEVER been cut before this by anyone. Mr. B. Hoodendoorn said that the gsrbagemen had complained that they were getting hit by the branches. We do not see how this could be so because there is a store on the opposite side of the alley which has a large parking area around it; therefore there is lots of room beyond the width of the alley to cane down the alley or swing onto it from Prairie Ave, depending on the direction they are coming from. The height to which they removed the branches is also excessive in our opin'on. These trees are not blocking anyones view onto Prairie Ave. as they sre far enough away from the i'ront edge of our property. We have also noticed that at the front corner of our property a couple of branches of a large Scotch pine tree have also been cut and these branches were definately on our property. We are very upset by the loss of our privacy and hope to have this remedied soon so therefore would appreciate you looking into this matter ss soon as possible. — Mr. D. Vincent APR 17 5
