10. SUBCONTRACTORS

Sel have indicated that they will subcontract paving wark to Winvan Paving or Imperial
Paving and concrete works to D & J Concrete. We believe these companies to be

reputable.

11. CONCI_USIONS

(a) The tenders were well spread with the highest tender 37% higher than the iowest.
The sacond highest tanderer was 15% higher than the lowest.

Bel’s rates appear to be balanced except for the items listed above.

Bal's Section totals for sections 14 and 6 were the lowest. Porter Construction were
lowest in Section

Bal’s tendered price is extremely competitive.

12. RECOMMENDATIONS |

(a) We recommend that Contract 900-301 be awarded to Bel Construction Ltd for
$544,188.05.

(b) We recommend that award of the project be as soon as possible to enable work to
proceed without delay and to avoid the winter rains.
