Eng., Deputy City Engineer SUBJECT: DAVIES STREET - CULVERT REPAIRS ISSUING OF PURCHASE ORDER AFTER THE FACT RECOMMEND VION: 1) Ti .apurchase order be issued to Pacific Contracting Ltd. in the amount of $3,000 including G.S.T. 2) That the $3,000 be taken from the Public Works Special Capital Expenditure Reserve Fund. 3) That the City issue an invoice to the G.V.R.D. - Water Division for $1,500 including G.S.T, and these funds to reimburse the Public Works Special Capital Expenditure Reserve Fund. COMMENTS & BACKGROUND: On May 14, 1991 representatives of the G.V.R.D., the City of Port Coquitlam, Pacific Contracting Ltd. and Hidden Hills Development met on Davies Street between Westwood and Fox. The G.V.R.D. had earlier constructed a 750 mm watermain through this area and it appeared that they may have disturbed one of our storm sewers. The developer's contractor was forced to stop work until a decision was made for replacement or relocation of the storm sewer. At the site meeting it was clear that the G.V.R.D. was at fau)t for a portion of it out that the remainder of the problem was inaccurate as-built information provided by the City. It was therefore agreed that the City and the G.V.R.D. would jointly hire the developer’s contractor to complete the work immediately so that the development work could proceed. The firm cost estunate was $3,000 including G.S.T. Subsequent to the site meeting the City contacted the G.V.R.D. and advised after further reflection on the matter we felt the entire costs should be borne by the G.V.R.D. and we sent them the invoice for payment. In subsequent discussions we agreed that since we had made a commitment we would participate 50% in the invoice. The City then approached the G.V.R.D. and asked them to pay the contractor the full amount and then invoice the City for our 50% and we would reimburse the G.V.R.D. The G.V.R.D. informed us that this is very difficult in their system and have asked the City to do the same. Attached is a memo from Tim Jervis outlining the G.V.R.D.’s commitment to the $1,500.
