Feasibiliry Smdy for a Coquitlam River Crossing North of Lougheed Hwy. - Evaluation of Consultant Proposais (Public Works Committee Meeting of July 20, 1993) RECOMMENDATIONS: That the firm of Reid-Crowther and Partners Ltd. be selected to carry out a feasibility study for the Coquitlam River Crossing north of the Lougheed Highway at a cost of $24,206 to the City, being 50% of the total cost of the study. That the funds be allocated from Highways DCC’s in the amount of $8.956 and from the Engineering Department Consulting budget in the amount of $15,250. BACKGROUND: A feasibility study for a Coquitlz » River bridge crossing north of the Lougheed Highway, in the vicinity of Lincoln Avenue is proposed to be undertaken jointly between the Cities of Port Coquitlam and Coquitlam. Each City would share equally in the cost. Requests for proposal submissions were made to seven consultants on June 1, 1993. These consultant submissions along with their ranking and total costs are shown on the attached sheet. The rankings were determined following a joint meeting with Engineering staff of both cities. Attached is a copy of the terms of reference assigned to this proposal. As part of the proposed study a public meeting will be held to present the alternative alignments and the evaluation criteria used to determine the preferred alignment. The Functional Design Report wouid be revised to reflect valid cormments and suggestions received at the public open house. The total cost of the study is $48,412 excluding G.S.T. with the Cir. share being $24,206. It is recommended that the firm of Reid-Crowther and Parmers Lid. selected to carry out the work.
