SUBJECT: EMME Model Purchase

RECOMMENDATION:

That the Public Works Committee approve the purchase the EMME sub-area
model from the City of Coquitlam for $9,319.70.

BACKGROUND :

This year Delcan Corp. was retained to do a feasibility study for the
propesed Wilson Connector project. Scope of the work included a traffic
anaylsis using the EMME 2 model. This model was obtained from the GVRD and
installed on the Project/Traffic Technicians computer. The model contains
a sub-area (Port Moody, Coquitlam and Port Coquitlam) which was developed
py Coquitlam and was paid for by them. A manual was written to help run
the sub-area model which is now needed by Delcan to complete their work
for the study.

The cost of the model and manual is $9,319.70 including GST (see attached
letter), this amount is a proportionate amount derived by population of

each Municipality. |
The decision to obtain the model was discussed at previous PWC meetings

approx. 1 year ago.
