aber a babaat The owner of Danny's Meats and the manager of the Salvation Army's Thrift Store at the corner of Elgin and Shaughnessy have complained that their customers are not able to park at the rear of their buildings from 3 PM to 6 EM. This is due to southbound traffic lining up in the lane to turn onto Elgin, the lane at this point is 3.66m (12') wide which does not allow vehicles to go north. A traffic count was done in June of 1989 with a peak hourly volume of 308 vehicles anda average hourly volume of 110 vehicles. The entrance onta Kingsway from the lane allows left and right hand turning movements. These movements create a hazardous situation due to the short Sight distance and vehicles travelling at speeds higher than posted from the west. The existing Shaughnessy overpass is higher than Kingsway (both sides), when a vehicle is attempting to enter onto Kingsway from the lane, he has a short decision time due to the limited sight distance. This situation is Similar to vehicles turning right of off Kingsway, where several] rear end accidents have occured. 2) The section of lane between Elgin and McAllister a) constant width of 6.1m two way traffic allowed 20 kmh speed limit used mainly as a service road by the individual business's fronting Shaughnessy is the terminus for an east/west lane which services various building types fronting McAllister and Elgin only access to all parking areas at rear of buildings A resident informed the Engineeering Dept. of an accident that occured in the lane in Feb/1992 (letter attached). Apparently a car hit a concrete abutment at the northeast corner of the two lanes at the rear of the Eaton & Starr building. The accident happened in the night and caused considerable damage to the car and occupants. The median was checked and found to be on private property. (see attached photos) The accident occured not because of the width of the lane hut due to a reckless vehicle travelling in the Opposite direction which caused the accident vehicle to Swerve into the abutment. This curb is in place to protect parking at the rear of the Eaton & Starr building. An informal poll of the business's fronting Shaughnessy was done for input on the lane improvements. The concensus for the section between Elgin and McAllister was to leave as is, the three owners of the buildings at Elgin and the lane was elther one way traffic or close the lane. 2 PAGE
