Eng., City Engineer Request for Block Party ~ Poel Place (Public Works Committee September 6, 1989) Recommendation: 1. That the attached request to hold a block party in the Poel Place cul-de-sac on Saturday, September 16, 1989 be approved, 2. That Council adopt a policy henceforth to delegate the authority to approve block party requests to the Public Works Committee, Background and Comments: The attached letter from the organizer of the Poel Place block party provides details of this request. Council has traditionally approved these requests even though it is recognized that such approval will result in some costs to the City for the provision of traffic control devices and may expose the City to liability should something go wrong. Following past practices the Committee supports this request. If this request is approved, the usual form letter (copy attached) will be sent to the Organizers stipulating the conditions of approval. The Public Works Committee is also of the opinion that such requests Should not have to come to Council each time in that they are always approved. The only concern from time to time is how traffic movement may be affected, Since traffic matters fall within the responsibility of the Public Works Committee, the delegation of authority to approve block parties to the Committee is appropriate, TM.
