The Selkirk plant was never built. : —Early in 1970, _ the Manitoba Public Utilities Board urged Manitoba Hydro to increase its rates, but the Hydro board rejected the advice. Cass-Beggs said the consultants used by the Public Utilities Board rea didn't understand the ference between public and private utilities and their recommendations weren't really worth following.
