David Emerson of the Van- couver International Airport Authority said the fee, introduced May 1, is needed to finance a new terminal building and new run- way. “The existing building was built in 1968 with a capacity for three million passengers a year. We're now at 10 million and growing,’’ he told a chamber of commerce luncheon here last week, Projected cost of the terminal and runway is $360 million, in- cluding interest fees and other ex- penses. The airport use fee is $5 if fly- ing out to a Canadian destination, $10 if going elsewhere in North America and $15 if going over- seas. It doesn’t apply if the Van- couver airport is used as a con- necting facility for changing planes to another destination. The federal government is ad- ding $20 million for a new con- trol tower and instrument landing system. When finished in 1996, the ex- pansion and existing . facilities will handle an estimated 14 mil- lion passengers by the year 2000 and 17 million by the year 2005. Failure to improve the airport will result in lost business to American airports, warned Emer- son. “Anything beyond 1996 would be a-serious delay and we would lose business to Seattle, Portland and San Francisco,’” he said. Emerson added that the world economy is changing to service industries and that the trend to ac- tivity coming ‘out of the Asian countries will continue. “Globalization means trans- portation. -There’s: been a fair - _ lated boath. The airport use tax was “criti- cized by local travel agent George Clark who called it a dou- ble tax because the ‘federal government is keeping an exist- ing tariff averaging $40. “There -is also: GST,’’ said Clark. .‘*It’s unfair if the feds keep charging the $40.” He said Canadian airport taxes are pushing business to the air- port in Bellingham, Washington. A Vancouver to. Toronto ticket casts $499 but taxes, without the. new fee, amount to $87. **We. don't quote fares any longer.\We quote taxes and tell people. there’ll be a bit for air fare,'” said Clark.
