BERLIN * atin America intellectuals call on U.S. people to act A group of intellectuals from 11 Latin American countries has called on the people of the U.S. to act against U.S. aggres- sion in Vietnam. In an open letter published in Montevideo, they urge the people of the U.S. to demand the withdrawal of U.S. troops from Southeast Asia. They say that ‘a truly respon-. sible act of the American peo- ple would consist in demanding of its government a withdrawal from Vietnam.” The most elementary common sense points out that there is enly one compromise between the American people and the rest of the world’s people: get eut of Vietnam. The letter, published in the weekly Uruguayan papér, Mar- cha, is signed by intellectuals of Argentina, Brazil Colombia, Chile, Ecuader, Guatemala, Hai- ti, Mexico, Peru, Puerto Rico and Uruguay. The authors express their con- cern “over the fate of the peo- ple of Vietnam, faced by unjust attacks and invasions by ag- gression which in a truly geno- cidal way is suffered by the sons of north and south.” The letier calls upon the peo- ple of the U.S. to “consider and manifest its will, as significant groups representative of North American culture have done: @ Against the permanency of North American troops on Viet- namese territory; e@ Against the bombings of the Vietnamese population; . e For negotiation with the National Liberation Front. of Vietnam, based upon the two preceding points, the ending of the war, and the free self-deter- mination of the people of Viet- nam.”. Likewise, the letter urges the people unite to “stop the ag- gression of the U.S. government against North and South Viet- nam, recognizing that he can- not be an aggressor who is in his own home and defends it, but only he who invades an- other’s home to impose his will.” : The letter concludes “May the North-American people, act like a brother to the rest of the peoples of the world in defense of peace and the survival of mankind.” ‘Campaign of truth on Vietnam After a two-day meeting at the beginning of October the Movement for Peace of France has decided on a huge “cam- paign of truth” on the question of Vietnam. They regard the war in Viet- ham as a universal emergency and strongly condemned the United States intervention which is preventing the people of Viet- nam from exercising their right of self-determination. They calied upon the United States to cease its bombing of the north, to officially recognize - the National Liberation Front, and to conform to the Geneva Accord. The meeting decided upon a pamphlet for mass distribution, to be entitled, “The Truth of Vietnam.” In addition to the copies to be distributed within France, they agreed to print the pam- phiet in an English edition to be used as follows: each dis- trict of the Movement for Peace will choose a city in the United States, and individuals will mail the pamphlet along with person- al letters to U.S. citizens. They also agreed to a large demonstration in Paris on Dec. 10, the anniversary of the pro- ‘clamation of the Declaration on Human Rights by the United © Nations, which it is intended will involve people from all over the country. They also agreed to have a permanent collection of funds for the Red Cross of Viet- nam with the aim of collecting millions of francs. ae The slogans agreed to at the meeting were, “Not a week with- out action for peace in Vietnam” and “Not a day without demon- strating material solidarity with the Vietnamese people.” around the world COMMUNIST CANDIDATES will contest all 32 London b0o- roughs at the Greater London Council elections next April. spokesman for the Communist Party told a press conference: “W& shall be the only political organization in the elections to challenge the freeze and the cutback in social services.
