The GVRD should concentrate on the areas in which it could take a regional lead. These include provision of servicing such as water and sewer lines. Parks and air quality should also remain as a regional function. Transportation and transit planning in cooperation with appropriate Provincial authorities should remain as a major GVRD function. Labour relations should also remain as a GVRD function. The GVRD should also continue to undertake general land use policy planning, with no powers of enforcement that could conflict with the powers of local councils. The GVRD should not become involved in site-specific matters wless in full cooperation and agreement with local municipalites. OPTING-OUT CLAUSE One of the suggestions that came out of the Workshop was the ability to opt-out of any GVRD functions if a member municipality could do this function more effectively. We support an opting-out clause fer those functions that municipal governments deem as impractical or inappropriate for their jurisdictions. GVRD should not be the final authority. If there is strong disagreement between the GVRD mandate and the wishes of the local Council, the position of the local Council should prevail. ID608/18-19
