RECOMMENDATION: THAT. City Council a dopt the Downtown
Revitalisation District Boundaries as shown on

the map attached to this report.

AND THAT City Council direct the Clerk's
office to prepare a bylaw designating downtown
as'a City initiated Specified Area for
improvements recommended in the Downtown
Revitalisation report. ; _

AND. THAT City Council direct the Clerks!
office to prepare the Specified Area'bylaw to
provide for. taxing property-.and improvements
which are normally: exenpt, eg. City owned land.
within the area. ee

AND THAT City Council direct the Treasury
Department indicate on. notices to property
owners' ‘of’ land within the proposed area,

BACKGROUND:
The Downtown Businessmen's Committez, Downtown Revitalisation
Committee at their last meeting decided upon a boundary for the
Specified Area District. In reviewing that map subsequent to
the.connittee meeting City staff have made several improvements
to the Specified Area as shown on the map attached to this

1) In discussing the Specified Area Proposed by’ the Downtown
Merchants several aspects were exanined. Those aspect are;
firstly, the shape of the boundery, including the rationale

'.for.including some lands while excluding others. The second
area of interest was nethod of implementing the Specified
Area, ie. City initiated versus petitioned.
