Sale of Road Allowance —- Hastings Street Area The Committee was asked to consider the sale of a small portion of road allowance in the vicinity of Hastings Street, behind Metro Motors, to become part of a housing development proposed by John Dawson. The Committee can see no advantage in keeping this piece of road allowance and feels that it could be sold. The Committee recommends that a price of $1.50 per square foot be set. The Council has sold unused road allowances at this price in the past and, while in this case the creek occupies a good portion of this road allowance, the total land area is required and enables the Developer to obtain approximately two more units. The Committee there- fore feels that the $1.50 per square foot price is reasonable. The total area of the road is 13,086 square feet, therefore the selling price would be $19,629, 3. G.V.R.D. Industrial Development Recommendations The Committee asked for an opportunity to further review the questions posed by the Greater Vancouver Regional District in connection with their study of Industry and the Livable Region. Four questions were posed and were dealt with by the Planning and Zoning Committee in their recommendations of March 3rd, 1978. (copy attached) With regard to Questions 1 and 2, the Committee concurs with the recommendations of the Planning and Zoning Committee. With regard to Question 3, the Committee concurs that an Industrial Development Commission be set up provided it can be accomplished with one staff person. The Committee felt that in addition to acting as a Liaison Officer, and being responsible for dispersing of information, that this employee should become thoroughly familiar with the Lower Mainland area and the industrial potential, and be prepared to direct industrial clients to various locations around the Lower Mainland. This employee should be directly involved in making contacts and getting industrial clients and the local municipalities together. The Committee was not unanimous on the make-up of the Commission, the feeling being expressed that it could be composed of political rep- resentatives or, on the other hand, the Commission could be made up of volunteer people with expertise in different areas, for example, finance or construction, etc. Question 4 - the Committee feels that the Council should support an investigation into some additional area on the north side of the highway, in addition to the area proposed in the study which is south of Dominion and north of the Lougheed Highway. The Committee feels that some further in- vestigation should be done of the area on the north side of Dominion, between Coast Meridian and the River, to determine its industrial potential and to comment on the need for this additional land in the overall industrial land inventory.
