Ri ase COMMUNITY CARE FACILITIES FOR CHILDREN 1" REsrpDeNTraL arras JUN 18 1973 I will outline the steps which follewed the recommendation by the Health & Welfare Committee to Council requesting that the Planning & Zoning Committee prepare by-laws which would allow Day Care Uses in residential areas. The Planning & Zoning Committee then asked that staff compile all the awilable information in regards to this type of facility and present it for discussion at a future Planning & Zoning Committee meeting. On March 30th, 1973 a report from the Planning Officer was presented to the Comittee which outlined the various criteria and information available on Community Care Facilities. After discussion by the Comittee, a request for a further report which would outline the various alternatives to implement Day Care as well as feasible by-laws was recommended, This report was prepared and submitted at a subsequent meeting and recommended the following: 1. Solicit submissions by various interested groups prior to the adoption of recommendations three and four. - s 2. The Planning & Zoning Committee and Health & Welfare Commi. ttee jointly sponsored an open public meeting in regards to these facilities. 3. Permit the establishment of Preschool Group Services, Kinder-— gartens and Nurseries in the P-2 zone with regulations that would enhance the use. 4. The Zoning By-law should be revised in the RS-1, RM-1, RM~2 zones to permit Day Care FAcilities for Group Day Care up to 8 children, Child Minding Services up to & children, Family Day Care up to 5 children and the keeping of not more than 5 Foster Children in a dwalling unit. This revision would be achieved in a similar manner as the Personal Care Use that is now permitted in the residential zones. . . . laesacacenecees
