A16 - The Terrace Standard, Wednesday, October 26, 1994 R.D. In Brief Call to extend park swim area REGULATIONS prohibiting or restricting the use of motorised water crafl on Lakesle Lake are not yet needed, says the Kitimat-Stikinc tegional district. However, it is asking B.C. Parks to keep them further away from lake park beaches. At the moment the boundaries for those parks — Furlong Bay, the Lakelse Lake picnic site and Gruchy’s beach — extend out into the lake for.a-distance of five.chains (110yds.) from the high water mark. The district wants that doubled to 220yds. and from the low water mark with all craft banned from that roped off arca. The recommendation is intended to avoid swimmer-motor craft con- flicts in high use.areas such as the parks. : By-law enforcement on the way THE NUMBER of unsightly premises in Thornhill is increasing be- cause public perception is the regional district does not enforce its by- laws, an administration report admits. But all that will soon change. The district has agreed to contract out ils by-law enforcement in that community, Directors agreed the district should first attempt io hire the city of Terzace’s by-law enforcement arm. If, as administrator Bob Marcellin suggested, that proves impossible, the district will hire its own enforce- . ment officer. While taking action against unsightly premises is expected to be the major part of the enforcement officer’s job, monitoring building projects to ensure adherence to by-laws will also get attention. That latter is now in the hands of the planning department but the report concedes staff don’t do enough of it ‘‘duc to workload priorities or lack of desire for enforcement proceedings beyond voluntary com- pliance. And it points out voluntary compliance has proved ineffective either because projects are too far advanced by the time an infraction is dis- covered, owners have deliberately contravened the by-laws because they know the district doesn’t enforce them or ‘‘because the owner does nat care if by-laws exisl.’’ Enforcement of the Dog Control by-law would remain in the hands of the current domestic animal protection officer. Thumbs down on gravel pit DIRECTORS HAVE recommended rejection of a request to renew a gravel pit licence of occupation. In objecting to the request, the planning committee noted applicant Erhard Diessnerz bad held the licence for eight years without developing a pit. It also queried bis need for the pit since he was neither a con- tractor nor builder, TERRACE VOLUNTEER BUREAU ~ VOLUNTEER OPPORTUNITIES B.C.
