A10 - The Terrace Standard, Wednesday, July 20, 1994 Taxes, cost first items on restructure agenda THE POSSIBILITY of Thomhill jolning Terrace or forming its own municipality is being ana- lyzed. The ressurrected Greater Ter- race Restructure Committee held its first meeting in June and work has begun to explore the idea. “I's mainly a number- crunching exercise to see what people are paying in taxes for what services right now,’’ says Andrew Webber, of the Kitimat- Stikine Regional District. “Once that’s done then you can start projecting what will happen if you change your incorporation Status.” The cight-member committee is made up of Dale Berlin, Doug MacLeod, David Lane, Dave McKeown, Terace councillors Ruth Hallock and Gordon Hull, and regional district directors Peggy Julseth and Sandy Sand- hals. “Ti’s mainly to sce if it’s at all viable,’’ said Webber. “It may be that it’s so darned expensive that the whole project will just stop there.’? Restructuring means many dif- ferent things to different people, Lac silent on Royal Oak bid SPECULATION CONTINUES to swirl about the possible merger of mining giants Royal Oak Mines and Lac Minerals. Royal Oak has issued a bid good until Ang, 9 for all Lac shares for $2 billion in cash and Royal Oak stock. Lac has not yet decided whether to recommend shareholders ac- cept the offer which would pay $13.59 per share — more than double the recent price for Lac. Since Lac is a couple times the size of Royal Oak, there has been speculation Lac might do a “‘pac- man’? — turn around and make _ be considered. . ice Andrew Webber notes Webber. Many people consider the main issue to be whether Thornhill in- corporates, amalgamates Terrace or remains unorganized. The cammittee will hire a con- sultant with grant money from Victoria to look at a range of dif- ferent options. Webber said the largest such scenario would be the concept of a “tepional municipality’? ex- an offer for all shares of Royal Oak. Lac could fend off the hostile takeover attempt using other methods. It could seek a ‘white knight’? — a friendly company prepared to invest in Lac and make a Royal Oak takeover more difficult. The two companics are impor- tant players in the northwestern B.C. mining scene. Lac’s Red Mountain Project —- located northeast of Stewart — is considered the hottest gold prop- erty in B.C. right now. Lac spent more than $8 million with tending all the way from the north end of Terrace down to the pro- posed Orenda paper mill site south of Lakelse Lake, That area, known as the pro- posed Dubose Industrial Site, might be added to an enlarged municipality to give the pos- SPIT A Even 5 | A) 7c minutes is too long to leave a dog ina parked car ona 43 Lary | AN ‘NicElhanney — British Columbia and Canada Land Surveyors . The key question to be ans- wered is how far the tax base of a given area would go towards providing necessary government services. Royal Oak bought Geddes’ Resources assets, which include the rights to the massive Windy Craggy copper deposit, The copper won’t be mined, but Royal Oak still expects to unearth promised compensation from Victoria for its decision last year to creale the Tatshenshini-Alsek Wilderness Park.
