HE 10th World Festival of Youth and
Students will take place in Berlin, the
capital of the German Democratic Re-
public, from July 28 to August 5, 1973.
The nine previous festivals strongly
contributed to the development of the
struggles of broad sectors of youth and
students and to.the strengthening of the
united struggle of youth and student organiza-
tions of different political, philosophical and
religious outlooks, for Solidarity, Peace and
Friendship, to the development of cooperation,
understanding and friendship among the youth
of the world.

Since the 9th Festival in Sofia, the current of
forces fighting against imperialism and its policy
of war, exploitation and repression has steadily
grown and strengthened its positions. New en-
couraging prospects are now open to the revolu-
tinary, progressive and democratic forces who
have the upper hand over the forces of imperial-
ism and reaction in the great historic confronta-
tion between them.

Youth and students have become actively in-
volved in social and political struggles of the
‘peoples, increasing their role in them and join-
ing dynamically in the anti-imperialist struggle
for national and social liberation, for independ-
ence and freedom, for democracy and social pro-
gress, for the construction of a new society.

Since the 9th Festival the progressive, demo-
cratic and peace forces have, through their strug-
gle, dealt new blows at imperialism. But, in face
of its repeated setbacks and growing difficulties,
imperialism is stepping up its aggressiveness; it

won by the heroic peoples of Vietnam, Laos and
Cambodia, show that it is possible today to make
imperialism and reaction give way and finally
defeat them.

We are therefore aware that the development
of the action and unity of all anti-imperialist,
democratic and progressive forces is more pos-
sible and necessary than ever to ensure’ inde-
pendence, freedom, democracy, progress and
peace in the world. :

We are sure that the preparations and hold-
ing of the 10th World Festival of Youth and Stu-
dents will be a new great manifestation of the
younger generation’s unity in the struggle
against imperialism, for solidarity, peace and
friendship.

We welcome the initiative of the Free German
Youth and express our thanks to them for their
proposal to hold the 10th Festival in the capital
of the German Democratic Republic, whose con-
tribution to the anti-imperialist struggle, and
whose policy of peace and cooperation in Eu-
rope and throughout the world enjoys the mass
support of youth and students.

We call upon youth and students throughout
the world of differing political and ideological
persuasions and on their organizations to get
ready to take part in the 10th Festival, a new
and important stage for the strengthening of
their cohesion, their struggle, for solidarity,
peace, progress and a better future. The prepa-
rations and content of the 10th Festival:

@ will be a unanimous expression of interna-
tional solidarity with the heroic struggle of the
peoples of Vietnam, Laos and Cambodia, to de-
mand that U.S. imperialism withdraws com-
pletely and unconditionally its troops from Indo-
China, stops supporting the puppet regimes in
Saigon, Vientiane, Phnom Penh and leaves the
people of these three countries to settle their
own affairs without foreign interference;

@ will be a powerful demonstration of solid-
arity with the national liberation movement,
with the struggle of the youth of the Arab coun-
tries, of the Palestinian people, of the people of
the Portuguese colonies, of Africa, Latin Ameri-
ca and Asia, for their freedom, national inde-
pendence, democracy and social progress, against
colonialism, neo-colonialism, racism, Zionism
and apartheid;

@ will allow the world’s youth and students to
to show their solidarity with the youth of the
socialist countries building socialism in the face
of imperialist manoeuvres and provocations, and
will make a decisive contribution to the fight
against imperialism, for peace, solidarity and
friendship;

@ will express solidarity with the major strug-
gles of youth and students in capitalist countries
against monopoly exploitation, repression, for
the satisfaction of their rights and aspirations,
for deep-going economic and social changes, for
democracy; :

@ will be a new powerful demonstration of
international solidarity with youth and students
fighting against fascism, for freedom and demo-
cracy;
