This two sewer concept, however, appears excessively costly, and involves a future expenditure of pubite funds. Based on Golder's observations, and the necessity of accommodating the David/Pathan Connector, our conclusion is that construction of the sewer as suggested by the Developer would-be quite risky in terms of possible erosion and sloughing in the construction zone, and that a shallow sewer would require reconstruction at a Jater date at public expense. If Council chose to accept the Developer's Suggestien, then it would be prudent to provide several additional safeguards to protect the Municipality and the public against future excessive costs. For instance, the maintenance guarantee for the works should be extended to no less than five years, secured by a maintenance surety bond, or by a cash deposit. In addition, a restrictive covenant should be registered against the land, saving the District harmless from claims for damage or loss attributable to erosion, slope failure or other like damage. The private sewer system intended to be used by the Developer of Camex was constructed between 1978 and 1980 largely in accordance with the B. C. Plumbing Code. Some trunk main manholes were required to be built to Subdivision Control By-law standards, but no as-built drawings were ever submitted to the Municipality. The -hybrid system of Plumbing Code and Subdivision Control By-law standards poses certain potential maintenance problems, especially if sewer connections were not checked at the main to ensure no ~~ obstruction or protuberance occurred to block flow in the trunk sewer. The strata corporation has had the responsibility for maintaining these sewer lines from construction, so any problems or data on the conditions of the pipes is not known. We would, therefore, think it prudent to perform a complete video inspection of the affected trunk line proposed to be used by the Developer, to check for damages and obstructions. Prior to any consideration of takeover of the part of the private system by the Municipality, this inspection, and the necessary repairs and alterations, should be completed. Following correction of any outstanding defects, the strata corporation could be asked to provide a 3 m easement over the sewer for maintenance purposes. In addition, following video inspection of the mains, it should be possible to confirm whether additional flows can be accommodated without alteration to the trunk sewer. Potential specified areas for Sewerage. Development of the Camex ‘site will create the expectation among adjoining landowners that their land can be sewered. One pessible approach is to establish a specified area, or development cost charge area, which would embrace an entire service area and apportion the cost of the necessary sewers among al? users on an equitable basis.
