August 1 1992 a Mr. Igor Zahynacz City Engineer Dear Mr. Zahynacz, I wish to express several concerns I have about safety. I have lived in Port Coquitlam for more than a dozen years. I recently moved to the Citadel Heights area. My most immediate concerns pertain to my neighbourhood. Citadel Drive, I believe, has an arterial designation. With this I do not quarrel. However, the recent opening of Citadel Drive to Mary Hill Road has brought out some of the worst in drivers of both routes. Many forget they are no longer on the Mary Hill Bypass and assume that speed limits are only a suggestion. In any case, there is no posted speed limit on Citadel Drive from the Mary Hill Road entrance. Drivers may assume that the 60 km/h Mary Hill Road designation is still in effect. Part of Citadel Drive has a park zone speed posting of 30 kin/h, Enforcement by the RCMP in this area has been generally good, but it should now extend to the newer part of Citadel Drive. 1 further believe that this posting should be extended to the western connection of Citadel Drive and Palisade Court as there is a designated walkway to the park from Palisade Court. Children wishing to reach the park from, say the Fortress/Cannon Green area, would cross Citadel Drive in the 700/800 block to reach this walkway. In my mind it makes sense to extend the park speed zone to that area. A supporting factor in this proposal is that Citadel Drive curves sharply west of the Palisade/Citadel Drive intersection, potentially aha rd rey hiding crossing pedestrians from view. A related concern J have is the recently installed bus stop at the corner of Palisade and Citadel Drive, east bound. Most passengers using this stop in the evening, based on my. observations, live on the opposite of Citadel Drive, and east of this corner. These passengers do not walk back to the intersection to cross, but instead cross Citadel Drive diagonally. I feel that there is significant potential for a car- pedestrian accident in this area as Citadel Drive drops in elevation here and drivers are speeding up as they leave the park speed zone. I feel that-this bus stop would be better situated on the west side of the intersection. I have raised this matter with BC Transit and am aware of their "canned" answers to this type of question. | feel that they are ignorant of local matters that could be taken into account to make this.stop.s ae ITEM | PAGE
