The report is the work of a Subcommittee of the Executive Committee, which was established in Jamuary 1987 at the request of member municipalities to f ; examine whether or not there were any cultural organizations or activities : with region-wide support and influence which would warrant funding support by the region as a whole, rather than, at present, by municipalities on an individual basis. The Subcommittee has concluded that there are indeed some cultural activities and organizations of regional significance and sets out a number of stringent guidelines which such an organization must meet in order to he considered for regional support. It is proposed that the mmicipalities be asked to support regionally designated organizations on a voluntary basis, by contributing a small per capita assessment each year as determined by the Board. (The figure of 25 cents per capita based on 1986 census figures is suggested for 1989.) It should be emphasized that the proposal is not a tax levy imposed by the GVRD. It is rather a mechanism, a voluntary mechanism, by which the GVRD can act as agent for its member municipalities in dealing with all grant requests of a regional nature. The Subcommittee has worked diligently and conscientiously to arrive at a proposal which it considers fair and worthy of support.
