August 8th, 1988/190 Ms. S. Osberg, 3156 Raleigh Street inquired as to how many units could be built if the City had not sold Parcel A. The Director of Community Planning answered, one less. Ms. Osberg feels the City lost money on the sale of this land. Bylaw No. 2381: to rezone Lot 1, Plan 6358; and Lot 3, Plan 6269; and Lot 4, Plan 6269; all in District Lot 232, Group One, New Westminster District SAVE AND EXCEPT those portions included in Statutory Right-of-Way Plan No. 68301 or lying South of Statutory Right-of-Way Plan No. 68301; from RS~1 (Large Lot Residential) to RM-3 (Townhouse Apartment). The property is located at 1850, 1864, and 1870 Harbour Street and would permit the construction of seven residential units at 1850 Harbour Street and fourteen residential units at 1864/70 Harbour Street. Letters were received from the following: Mr. G. LeRoux, 1861 Harbour Street supporting the proposed rezoning and development. Ms. K. Bradley, 1875 Harbour Street submitted a letter opposing a construction that would eliminate existing views and lower property values. The following people spoke regarding the proposed rezoning: Ms. N. Bennie, 1827 Harbour Street submitted a 28 name petition outlining a number cf reasons they felt the rezoning application should be rejected. Ms. S. McMillan, 1853 Harbour Street read and submitted a letter stating their concerns with the height of the proposed townhomes. Mr. J. Kauppila, Architect for the project gave a brief description of the property noting that they are 2 and 3 level buildings with angled construction in consideration of the view for existing residents. Ms. J. Buck, 1915 Harbour Street feels the road is to narrow to park on and the complex only allows for 6 visitor parking stalls. Mr. F. Findley, 1884 Harbour Street stated that the size and shape of the property would not allow for single family dwellings and it was felt that this type of construction would better accommodate this parcel of land. Mr. D. Bennie, 1827 Harbour Street would like to know what scheduled for this area after this construction.
