Peters, City Engineer SUBJECT: Local Improvement Projects for 1982 RECOMMENDATION: That the work of local improvement requested by petitioners for St. Anne Street be approved by Council and that the storm sewer portion of the work only be extended to include a section of Dorset from St. Anne to Flint and a section of Flint from Dorset to Prairie. BACKGROUND AND COMMENTS: Two petitions for local improvement projects were received in 1981. A petition from the residents of St. Anne Street requested full local improvement works including storm sewer, roads, curb and boulevard. A local improvement for St. Anne Street was considered several years ago on a previous petition but was denied by Council because of the excessive cost to the City. The petition from the 3900 block Sefton Street was for paving and curb and boulevard only as the road already has storm sewer. One of the reasons that the local improvement on St. Anne Street was rejected previously was the high cost due to the need to extend the storm sewer beyond the limits of the local improvement project. Much of the excess cost was unproductive in that it consisted of replacing existing sections of storm sewer with a larger size. We have revised the design so that the additional storm sewer which is required serves a useful purpose by providing drainage to Flint Street. The cost is still high, being estimated at $434,000 fer the complete storm sewer as shown on Sketch A plus the reconstruction of St. Anne Street with curb and boulevard. The amount recoverable from the property owners under the current local improvement rates would be about $44,420.
