Skeena MLA Helmut Giesbrecht, who'll conduct a review of the plan, thinks most of the important issues concerming northwest wood were raised last year when Repap won approval to take over Oretida Forest Produc- ts, Those issues revolved around giving Repap enough wood to supply its Prince Rupert pulp mill as a foundation to stabilize that operation and its three saw- inills in the northwest. Indeed, a provincial press release last week announc- ing the review described as “posilive’’ Avenor’s plan to swallow Repap. The company then intends to package Repap with its owt properties in B.C. into a single company for eventual re-sale. The key, said Giesbrecht, is to provide stability to whatever may become of Repap’s northwest holdings. “We'd like to move as ¢x- peditiously as —_ possible. We’re looking for a positive climate for investment,’’ he said. Last year’s hearings in- volving Repap and Orenda heard calls to ensure the Prince Rupert pulp mill has enough wood under licence to borrow money to make improvements. But residents and groups also wanted jobs from the areas in which Repap logs. The province agreed to the Repap takeover of Orenda provided the company sub- mit plans for improvements to the Prince Rupert pulp mill by this June. Tt also instructed Repap to work with Stewart, Kilwan- cool and Gitwangak to pro- vide forestry-based employ- nent of some kind in those areas. - Giesbrecht said those con- ditions will continue to app- ly to whalever new compa- ny that may come out of the Avenor-Repap deal. He acknowledged — that northwesterners may be justified in feeling uncertain about the future. “People do want to know who the long term players might be to give them security about what's going to happen,’ Giesbrecht added. And because of the size of the Repap-Avenor deal, Giesbrecht said this is not ihe time for the province to reach in and substantially change the way it manages the forest industry. “Sone times you play the hand you're dealt with,’’ he said. Alois Schillinger of the Watershed Bio- Enhancement Society is ap- plying to Forest Renewal B.C. for the money to stage the training programs. He envisions a three-week instructional program for 10 people at a time. The tentative location is the creek arca belonging to Mount Layton Hotsprings. There, says Schillinger, is the right kind of conditions to train people in the class- room and practical matters of fish habitat. “'The training costs would be more than offset by the ecoriomic benefits at the other end,’’ he continued. Those benefits, for exam- ple, include more fish for commercial, —_ recreational and food fisheries. Also on Schillinger’s list of benefits is putting people back to work and having governments realize tax revenucs because those people arc once again ear- ing wages. Schilinger’s basing his training program on his recent work in rejuvenating a Lakelse Lake creek hanned by heavy equipment and a once-dormant gravel pit cast of Terrace. That work proves small- scale projects cau collec- lively lead to improvements in fish habitat and popula- tions, he said. “What we're talking about is creating cmploy- iment for these people,’ noted Schillinger. “We'll be using proven techniques which have been found to work,”’ His plan is to work the training = project’ through Hire-A-Logger, a local forestry-based employment agency. Its owner, Burga Ander- son, says there’s a necd to have forest workers trained fora variety of jobs. | “The traditional industry jobs are getting smaller and smaller and diversification is becoming more impor- tant,’ she said. ‘We've gal to find ways of adding more value to our resources.'” ‘Tf this type of training can lead to employment of displaced workers, then why not,’ sald Anderson. But shareholders in the companies’ and analysts arc becoming increasingly criti- cal of the deal. Stock prices for both have dropped over suspicions that Avenor is: taking on too much debt by taking over Helmut Giesbrecht control of Repap.
