The Terrace Fire Department seems to be looking better every day. Over the last few months, firefighters have spruced up the upstairs offices and living quarters with fresh paint and carpet. A -"modern". phone system was . instalfed last week, replacing the old rotary dial telephones, some- thing most offices threw out years ago. 7 Also last week, a radio-telephone communications upgrade will help to make the department more . effective. The system will allow incoming calls to be answered from fire trucks or portables. This . - factor in the deterioration of the is an important consideration. Only one firefighter mans the hall. at night and in the past this has meant a gap of about three minutes during which the emergency phones were unmanned, the time it took for another firefighter to come in and cover the firehall. If there was a second fire during that "Fire department slowly tuning up three minutes, there was no one tliere to answer the phone. Now, — firefighters driving to. the firehall or to an emergency can answer the phone. If it’s a second fire, they can operate the paging system to call out a second crew of fire- fighters. Another fire department upgrade is under discussion. Adding more bays to the firehall has been tossed around for a number of years. Of primary concern has been the rescue 01 vehicle, which has to be kept outside due to a tack of indoor space. This is said to be a vehicle. In the past little has been done to correct the situation, but now city council is in motion. -They have asked their Internal Review Committee to appoint a special committee to review the overall building requirements for the housing of emergency vehicles. Rural rescue a matter Many years ago ambulances in B.C. were operated by local fire departments or, in larger centres, private companies. The province decided there was a serious lack of coordination in this system, par- ticularly where an emergency was in a rural area part way between two serviced areas. So the province commandeered the ambulance service and gave it a name of their own. The Regional District of Kitimat- Stikine has prepared a resolution to be presented at this fall’s Union of B.C. In mak- ing the resolution, the regional district points out that "no single agency has responsibility for essential rescue and protection services related to vehicular acci- dents and emergencies", and, "the need for these services most fre- quently occurs outside municipal and fire protection boundaries". Police costs set B.C, and the federal government have agreed to leave the old cost-sharing formula for policing as it is while they negotiate a new one. That means the city of Terrace gets at the least a one-year reprieve on cost increases that could have amounted to $250,000. The 10-year contract between the federal Solicitor General and the B.C. government covering the cost of RCMP services to municipal- ities and rural areas in the province expired in March. The federal government's opening position in negotiations for the new contract sought to bring down their part of the cost-sharing formula. The city of Terrace faced a budget dilemma eatiier this month, with council not knowing what cost to assign policing in the city for the coming year. . TY City administrator Bob Hallsor said council was. prepated to draw = money if necessary out of the municipal treasury’s surplus.
