ni conworrion of COUNCIL CITY OF PORT COQUITLAM MAY 2 6 1996 MEMORANDUM TO: 8. Kirk May 22, 1986 City Administrator FROM: F.E. Peters, P. Eng., City Engineer SUBJECT: Traffic Signals for tntersection of Kingsway Avenue and Mary Hilt! Bypass ~- Public Works Committee - May 20, 1986 Recommendation: That the City agrees to pay 37 1/2% of the cost of traffic signal construction at the Intersection of Kingsway Avenue and the Mary Hilti Bypass with the cost of approximately $11,250.00 to be provided In the !987 budget and that the Clerk be authorized to sign the agreement cards with the Department of Highways for sharing of construction and maintenance costs. Background and Comments: Council previously authorized the Engineer to apply to the Department of Highways for signal Installation at the above Intersection. The Department of Highways has conducted traffle counts and looked at the accident history and agrees to the [Installation of the traffic signals. There Is a standard formula that is applied by the Department of Highways for signal Installation where one of the streets is a Munictpal street. The cost its proportional to the number of signal Intersection tegs which are the responsibility of the City. In this case Kingsway Avenue Is still a secondary highway and therefore the City ts required to pay only 37 1/2% Instead of 50% of the cost. Funds have not been provided In the 1986 budget. However, we anticipate that by the time the signals have been installed and we have been Involced by the Department of Highways werwill be Into: 1987. iB FE. Peters City Engineer. FEP/kIn
