BACKGROUND:

The new procedures being recommended in the above Bylaw amendments are intended to
conect an error in the existing Bylaw which omitted provisions necessary to collect a
prorated charge from new applicants for services, for the balance of the year during which
the service begins.

To enable staff to amend existing forms and procedures smoothly, September 1, 1990 has
been identified as the ideal date to implement the amended procedures.
