SEP 10 1979 Mayor and Council ' September 6th, 1979 Planning & Zoning Committee Policy on Duplex Zoning Reference is made to Council's referral to the Planning. and Zoning Committee to review current regulations governing duplex zoning. The Committee at its meeting on September 3rd, 1979 discussed the subject and recommends that: 1. The current regulations governing duplex zoning remain unchanged. 2. A suitable design be submitted with each rezoning application so that Council can evaluate the acceptability of the proposed duplex. 3. In evaluating the acceptability of a design, special consideration be given to ensure that quality and . value of the proposed duplex reflect the prevailing standards of the immediate neighbourhood. 4. In future rezoning of land for residential devel- opments, duplex properties be determined as part of the package rezoning and subdivision so that future residents can be assured of where duplex use will occur within.the subdivision. The rationale for not changing the zoning regulations and the requirement of submission of design is that the current zoning regulations are only basic rules for determining the location of duplex properties. They are not considered to be unsound at this time. The most serious problem with duplexes constructed to date is that they were based on stock plans which are not always adaptable to the site as well as to its surround- ings. Such problem is difficult, if not impossible, to be corrected through zoning regulations. Only proper design can assure adaptability of the duplex to the neighbourhood. Therefore it appears that the more effective way is to deal with each case with greater emphasis on good design and based on its own circumstances. wt A ONG Kee. a L. Lee, . City Planner.
