The Committee feels that the action proposed above in removing the duplex
regulations from the RS-1 Zone and creating a spectal duplex zone is the
only way in which we can deal with the question of conversion and recommends
that the Council instruct the Planning Officer to prepare the necessary
By-law amendment for Council's consideration, covering Zoning regulations
for duplex coastruction, by way of a separate zone,
