From the City Administrator, April 19th, 1974, submitting a copy of a letter City Adm.re errr - _ Assessment from the Assessment Commissicner's Office directing the City's Assessor to commence revaluing . work on revaluing property in the City on the bass of 100% of the 1973 market val- ©... and that this re-assessment be carried out for the. 1975-Roll, or at the very latest, for the 1976 Roll, notwithstanding the fact that.a special Committee of the Legislature has recently tabied a report recommending certain changes in the Assessment Legislation. The City Administrator, in his report, pointed out that the Assessnent Commissioner has the power to determine the basis’ on which assessments will be carried out; therefore, the letter must be considered as an order to get on: with the job. It was further stated in the report that’ “Another curious thing about the timing of this letter is that it followed by one day a press release by the Minister of Municipal Affairs that the Municipal Sewage treatment Plant Assis- tance Act has been altered (presently called the Sewage Facilities Assistance Act), and that the Province will now be contributing to municipalities costs in excess of a 3-mill levy providing sewage treatment and trunk Line facilities. The re-assese ‘sment to 100% market value will probably triple the value of a mill for general pur-. poses, and it is therefore unlikely that any municipalities in the Province will benefit from this financial assistance if the re-assessment directed by the Comnis- sioner is carried out." In the report, it was also mentioned that the City Asses-_ sor feels additional staff will be needed, perhaps one appraiser te carry out. the work required which would step up the re-assessment program considerably. The City - Administrator, in his report, stated he was somewhat apprehensive ‘in rushing into
