"That the Provincial Government's proposal te underwrite 100% of the capital
cost of a surface bus system be approved; AND FURTHER, that the Provincial
Government's proposal that the G.V.R.D. underwrite 50% of the operating
deficit be approved in principle (up to a maximum of the equivalent of
two mills), while rejecting any suggestion of raising any of these opera-—
ting funds through taxation on real property; AND FURTHER, that it be
reiterated that an additional gasoline tax, a surcharge on electricity
rates, an additional charge on motor vehicle licenses and a surcharge on
downtown parking are considered as appropriate sources of revenue to raise
the Region's share of the operating deficits."

The joint Committees also recommend, since the principle of joint sharing

in -transportation costs is not unique to this District, that other Regional

Districts in the Province be asked to Support the position taken by the G.V.R.D.
It. is alse recommended that a meeting be requested with the Premier and/or Cabinet

to discuss this matter further with the entire G.V.R.D. Board.

The above recommendations were adopted wholeheartedly by the G.V.R.D. Board.
